PROJECT BACKGROUND

The Link Road which connects the Super Highway M9 to the National Highway N5, is located in the north -eastern suburbs of Karachi near Kathore at a distance of about 15km from the Toll Plaza on Karachi – Hyderabad Superhighway, M-9, in Gadap and Bin Qasim Towns.

The Link Road serves the traffic coming from Malir, Landhi Industrial Trading Estate (LITE), Korangi Industrial Trading Estate (KITE), Port Qasim, Steel Mills and beyond towards Baluchistan and other areas in the North Western parts of Sindh and vice versa. It is a shorter and easier route and avoids city congestion.

PROJECT SCOPE

The projected scope is development of an existing road, by making it a four-lane carriageway, about 22.343 Km (approx.) long, between M-9 and N-5. The Concession Agreement signed on April 1, 2021 with Works and Services Department and LRC Private Limited.

PROJECT DESCRIPTION

Government of Sindh has the intention to dualize and rehabilitate the existing two-lane link-road connecting M-9 and N-5. The improved access envisaged would serve thousands of commuters travelling between the N-5 and M-9 and those who are already using this facility. It is also expected that the improved facility would help open up these areas for creation of infrastructure such as better services for schools and health sectors as these areas would become easy reach through development of this plan.

CURRENT STATUS

The Substantial Completion achieved in July 2023, with 7.2 km of total 21 km road open for traffic with partial toll. The remaining work (Construction of Interchange at M9) was initially under the scope of GoS’ concessionaire of M9-N5 Link Road project as per the CA. After detailed discussions and deliberations with NHA it was decided in 41st PPP Policy Board Meeting held on 08th August 2023 that interchange works shall now be undertaken by NHA.

Subsequently, MoU was signed between W&S and NHA for the construction of interchange at M9 on February 09, 2024. Further, as per the MoU, the GoS was to deposit PKR 2,439,864,651 into NHA account as a first tranche within 15 days of signing of MoU and PKR 1,089,372,407/- as a 2nd tranche within 45 days of signing of MoU. Both of the payments have not been made as agreed under MOU.
